Registry of Presence
Every individual and organization that enters the system receives a permanent Registry ID. Presence is immutable. It cannot be revoked.

Readiness Assessment
Readiness is computed through the FRARI v1.0.0 ruleset — a weighted composite model across four evidence dimensions. Deterministic. Governed. No subjectivity.

Public Verification
Anyone can verify a Registry ID. The public record returns readiness state only — no PII, no internal audit data, no private fields.

A scoring engine built on evidence, not opinion

The FRARI ruleset computes a composite readiness score from four weighted dimensions. Every score is deterministic — the same evidence always produces the same result. Evaluators observe and record. The engine computes.

Three states. One standard.

Every registered entity carries one of three canonical readiness states. States are computed, not assigned. They reflect evidence, not opinion.

Green
Verified Ready
Sufficient evidence of behavioral discipline, documentation integrity, and consistent pattern compliance. Score 70 or above.
Yellow
Developing
Evidence collection underway. Readiness trajectory is being established. Active engagement with the assessment process. Score 40–69.
Red
Unverified
Insufficient evidence or assessment not yet completed. Default state at registration. Does not indicate disqualification. Score below 40.
